os-client-config library is being replaced by openstack api

Bug Description

From the os-client-config docs [0] "os-client-config has been superceded by openstacksdk. While os-client-config will continue to exist, it is highly recommended that users transition to using openstacksdk directly."

Several openstack-service-checks plugins for are using the old library and should be updated to openstack sdk [1]

Nrpe checks that use os-client-config are:
* ./files/plugins/check_contrail_analytics_alarms.py
* ./files/plugins/check_cinder_services.py
* ./files/plugins/check_nova_services.py

tests/unit/requirements.txt lists python-keystoneclient, which uses os_client_config at:
* keystoneclient/tests/functional/base.py
