Functional tests failing due to ambiguous relations

Most likely the issue started well before this, but the repo hash for the tests below (current master) is bd33e8e4d684279e56a7d669c9aff8724b70696c

The tests seem to fail during deploy:

juju.errors.JujuAPIError: ambiguous relation: "keystone openstack-service-checks-bionic" could refer to "openstack-service-checks-bionic:identity-credentials keystone:identity-credentials"; "openstack-service-checks-bionic:identity-notifications keystone:identity-notifications"
