Bug Description
Using service_status api https:/
implement a smart check for designate services identifying where and which Designate services are down like we already do with the neutron agents check.
Due to LP#1761503, Designate services are always reported as UP even when they are stopped, for that reason the implementation of this check will depend on that bug resolution.
