Bug Description
Our OpenStack deployment has 3 regions deployed all 3 regions have Octavia deployed.
If the region specified in the creds/trust does not match the first region listed in the catalog the integrator will fail to detect octavia.

The check looks to only pass if the first region in the list matches the region specified in the creds/trust.
