Bug Description

Currently lb-provider is not possible to configure via openstack-integrator.

https://kubernetes.io/docs/concepts/cluster-administration/cloud-providers/#load-balancer

This is important to be able to do in case a cloud contains multiple LBaaSv2 or Octavia providers.

Ideally this would also be configurable via service annotations but this feature is missing upstream:
https://github.com/kubernetes/cloud-provider-openstack/issues/665
