Bug Description
the openstack-dashboard charm tried to connect to mysql before the cluster was ready, and this resulted in a failued hook:
from openstack-dashboard unit 2 log:

from mysql unit 0 log, shortly afterwards:
2019-05-27 20:46:41 DEBUG juju-log Waiting on hacluster to complete clustering, not clustered yet.
