Bug Description

In the instance launcher, when selecting Image or Image snapshot as boot source, the Create volume option is set to yes by default.

1) Has this default value choice been discussed somewhere?
2) Is there a way to change that default value? It'd be nice :-)

Further to this, the 'boot source' menu seems to be inconsistent at times, and often the 'default' or 'main' option can be different. This is apparently due to slow responses from other OpenStack components. Could this be configured in some way?

Further to this, it would be brilliant if these things, i.e default 'boot source' and 'create new volume?' were configurable in local_settings.conf.

There is no answer which is better to enable or disable boot from volume by default. It depends on operators and there is no answer.

It looks better to introduce a config option which controls whether boot from volume should be the default or not.

/Just note/ the default value of vol_create (boot from volume or not) was changed about one year ago in https://review.openstack.org/#/c/304140/

Christopher, shouldn't we keep the two bugs separate? Although they are definitely related, they are different. The latest two comments in the other bug seem to agree with that.

Operators and users may experience this as a regression when upgrading to Newton. The patch that has now merged into master would providers a workaround that still allows them to use the new launch-instance workflow. To provide a smooth upgrade path, it would be good to have the patch in Newton and Ocata too. So I cherry-picked this change to the stable/ocata and stable/newton branches. The cherry-picked applied cleanly. One test had to be updated due to a change in the size of a data structure.
