Openstack-dashboard charm should contain Murano-dashboard package installed.

Currently the openstack-dashboard charm doesn't contain Murnao-dashboard package installed. This package needs to be installed by default and horizon will enable/disable the panel of Murano based on the Murano service available in the environment.

The following bugs needs to be close from Murano dashboard to fix the following issues.
1. Murano-dashboard throws exception in Xenial
