Bug Description

Juno adds an option for setting "supported_provider_types" for Neutron network providers. By default all are available in the dash. Ideally we would be able to restrict the provider types that will be displayed in Horizon via the charm. Such as supported_provider_types: ['local', 'flat', 'gre']

This would be modelled as a set of keys as part of the service-discovery work:

allowing the neutron-api charm to express features based on configuration, and the openstack-dashboard to configure its own options as required.
