Support configurable loadbalancer quotas

Bug Description

A feature request from a user to be able to have configurable quotas:

which are:

default_load_balancer_quota
default_listener_quota
default_member_quota
default_pool_quota
default_health_monitor_quota
default_l7policy_quota
default_l7rule_quota

Is the request to be able to set the default quotas (which are set to -1 by default) or is the request to be able to manage quotas? If it is the latter, this can be managed via the `openstack loadbalancer quota ` command family.

Hello Billy. The customer needs to change default quotas only. All the other quota management operations can be done through the "openstack loadbalancer quota" command family as you correctly noticed.

According to the documentation. we have the following options inside the "quotas" section of the /etc/octavia/octavia.conf configuration file:

default_load_balancer_quota
default_listener_quota
default_member_quota
default_pool_quota
default_health_monitor_quota
default_l7policy_quota
default_l7rule_quota

It would be useful to have the possibility to change these values through Juju.
