anti-affinity-policy configured in wrong section in octavia.conf

The following configuration parameters need to be configured in nova section [1] in octavia.conf but they are configured as part of controller_worker section.

enable_anti_affinity
anti_affinity_policy

    Move anti-affinity-policy config option to nova section

    enable_anti_affinity, anti_affinity_policy options are configured
    in controller_worker section instead of nova section in octavia.conf
    templates.

    This patch fixes by moving both the options to nova section.
