Please expose the amphorae log offloading options in charm

Hello,

Can the charm be updated to expose the ability to turn on log offloading?

We really need this feature for compliance purposes in our organisation.

Triage: this is a new feature for the charm, but would need functional tests in zaza-openstack-tests to verify that it works. This probably means a new set of scenarios in the charm. This would extend an already long gate time. We might need to consider if this is a separate scenario test run outside of gate and semi-frequent intervals.
