Bug Description
The default setting in the current charm-octavia is set to SINGLE, as opposed to ACTIVE_STANDBY.
multiple sources suggest that ACTIVE_STANDBY is the preferred option to achieve the best availability. Customers/engineers might not be aware of this and will leave this at the default, and thus having a non-HA LB.
