Bug Description
Add additional checks for LACP bonds, if LACPDU port state matches.
Even when LACP bond status are reachable and interface status are all sane,
there is a possibility that LACPDU port state of the underlaying interfaces are not matching.
For example, when LACP rate are different between host's interface configuration and switch side configuration.
