Bug Description
Swap is becoming more and more unusual, since almost everything is deployed to a virtual environment, and paging inside a VM is generally best avoided.
However, check_swap defaults to failing if there is no swap partition. check_swap in xenial supports a "-n ok" flag to ignore this condition. We should append this by default.
