Allowing tuning "packing_host_numa_cells_allocation_strategy" via charm

Hello,

This is a feature request, to allow the Nova tunable "packing_host_numa_cells_allocation_strategy" to be exposed in the Juju charm, for cases where one might wish to have control over their NUMA packing strategy. This is especially salient since the default for this recently changed, from True in Yoga[1] to False in Zed[2].
