Deploying sometime results in "Services not running that should be: nova-compute"

Bug Description

Deploying cluster on Ubuntu 20.04 with default openstack-origin (ussuri).
We deploy neutron without neutron-plugin first. And when 'platform' is ready we deploy SDN and relate it to neutron.

Sometimes it fails with:
nova-compute/0* blocked idle 0 10.0.3.50 Services not running that should be: nova-compute

in nova-compute.log

Does adding the neutron-plugin (relating the SDN) clear the error?
