OpenStack nova-compute charm

Bug Description

Deploying cluster on Ubuntu 20.04 with default openstack-origin (ussuri).
We deploy neutron without neutron-plugin first. And when 'platform' is ready we deploy SDN and relate it to neutron.

Sometimes it fails with:
nova-compute/0* blocked idle 0 10.0.3.50 Services not running that should be: nova-compute

in nova-compute.log
2021-06-22 06:49:08.377 299085 CRITICAL nova [req-366f1900-ccb0-4e84-b91c-b61a506a20c2 - - - - -] Unhandled error: keystoneauth1.exceptions.auth_plugins.MissingAuthPlugin: An auth plugin is required to determine endpoint URL

Does adding the neutron-plugin (relating the SDN) clear the error?
