Password-get/password-set not working

Deploying Wallaby on Focal, i have the relevant configuration parameters set to enable password retrieval from Nova API, but the credentials are not being set automatically or when explicitly provided via Horizon or CLI. The metadata available to the VM allways has an empty password when checked via curl. Nova configuration on the compute nodes has the libvirt password injection flag set, and the appropriate usernames are configured in the Glance image attributes for all tested OS. Verified that it fails to set creds for Ubuntu 20, CentOS 7, and Windows 2019.
It appears that whatever is happening is in the middleware of Nova itself since the API endpoint available to cloud-init is empty even after a manual set-password.
