Bug Description

After a full cloud outage, the nova-compute daemons failure to restart automatically after recover of the servers and the supporting MySQL DB:

2020-10-26 12:37:38.442 5037 WARNING nova.virt.libvirt.driver [req-97758f82-f51d-41d4-b33c-09bd918633ae - - - - -] Cannot update service status on host "canaima" due to an unexpected exception.: RemoteError: Remote error: DBConnectionError (pymysql.err.OperationalError) (2003, "Can't connect to MySQL server on '10.245.161.155' ([Errno 111] ECONNREFUSED)")

Manually starting the daemons after the DB had been recovered resolved this issue.
