Bug Description

2016-11-03 09:52:58.153 228793 ERROR nova.compute.manager [instance: a90a732f-0726-421d-a1fd-f0f4ad0e5fff] libvirtError: this function is not supported by the connection driver: cannot update guest CPU data for s390x architecture

The nova.conf needs the setting "cpu_mode = none"

The charm should be adjusted to detect architecture and just do the right thing, similar to what is done in the nova-compute charm for ppc64el. Example:
