Bug Description
We need to explicit document that increasing this value above 1.0 or even past our default of .98 can impact running VMs if the system has to rely on OOM killer to free space due to over committing a finite resource such as memory. We have seen this case in the wild.

I know that the upstream documentation was updated accordingly [0] but I'm unsure if we should also be adding this to the charm documentation. There are many upstream configurations that can possibly be called out. Thoughts?
