Bug Description

Running Focal Yoga, All the nova compute instances fail to start instances, because compute is disabled due to wrong ssl version number

The octavia-worker log is loaded with errors about failing to start instances because of the wrong ssl version error:
Max retries exceeded with url: /allocation_candidates?resources=DISK_GB%3A8%2CMEMORY_MB%3A1024%2CVCPU%3A1&root_required=%21COMPUTE_STATUS_DISABLED (Caused by SSLError(SSLError(1, \'[SSL: WRONG_VERSION_NUMBER] wrong version number (_ssl.c:1131)

and the same messages can be found in the nova-conductor logs.
