Bug Description
Bootstack team experienced a service outage whereby Nova placement service went down, and no nova instances could be created. Apache2 wasn't serving placement api wsgi, however service apache2 was still alive.
We believe it would be beneficial to have an nrpe service check to monitor health of nova-placement service.
