nova-cloud-controller creates lxd flavors even when no related nova-compute-lxd hypervisors configured

Bug Description

It may be confusing for users to see m1.small.lxd flavors and lxd images in our default cloud builds when they haven't deployed any lxd-based hypervisors.

I think the lxd flavors and images should only be installed if a nova-compute charm with lxd hypervisor gets related to nova-cloud-controller.

The nova-cloud-controller charm doesn't create any flavors. Until Newton, Openstack created default flavors but since then, a newly created cloud will have no flavors, they must be created post-deployment as an admin action.

Can you please provide a bundle that you see reproduce this issue?

Chris is correct - flavours are not created by the charms.

This is likely a function of FCE.
