upgrade to focal did not upgrade the sriov-netplan-shim.service causing nova-compute to fail

Bug Description

During a series upgrade from bionic to focal on SRIOV-enabled machines, nova-compute.serivce failed to start due to PciDeviceNotFoundById errors. Virtual functions failed to create when checking ip link. I later found that sriov-netplan-shim.service failed to run/configure. Looking at the package, it was still on a bionic version [0]. Then, I found that the focal source was commented out in /etc/apt/sources.d/openstack-charmers-ubuntu-networking-tools-bionic.list . I uncommented the line and upgraded the packages. This fixed the issue.

Triage: it sounds like a feature needs to be added to neutron-openvswitch to add back in the sources following a series upgrade using the post-series-upgrade hook. Needs investigating though.
