Charm does not alert on downed ovs-vswitchd services

Bug Description
In relation to lp#1923668, ovs-vswitchd is not tracked by the charm in any way which can result in some hard to diagnose networking issues for a naive operator. During the upgrade process in the linked bug those services went down on 3/6 of the nodes, resulting in dataplane outage for instances in the cloud post-upgrade. It was not clear from the charm status or nagios what happened.
The ovs charm should track this, and if it provides checks to nrpe those should be expanded to cover ovs-vswitchd.
