Bug Description
Can we please have the dhcp_lease_duration parameter exposed for charm-neutron-
We want to be able to set the lease time to -1 so that outages/issues with a given DHCP agent don't have impact on running VMs.
It doesn't seem possible to use the dnsmasq_flags option to make this work unfortunately.
