Default networking-tools-source missing on trusty

The new juju config networking-tools-source [0] has a default of 'ppa:openstack-charmers/networking-tools' which doesn't serve trusty [1]. Some tests [2] are failing as a consequence with

W: Failed to fetch http://ppa.launchpad.net/openstack-charmers/networking-tools/ubuntu/dists/trusty/main/binary-amd64/Packages 404 Not Found [IP: 91.189.95.83 80]

We were able to merge this unnoticed because trusty-mitaka was forgotten in tests.yaml when migrating the tests from Amulet to Zaza [3].

The networking-tools for SR-IOV and switchdev mode configuration where only backported as far back as xenial.

Trusty is upstart based so the backport is a bit more involved.

    Fix missing SR-IOV packages on Trusty

    Also re-enable the Zaza tests for trusty-mitaka and get them green.
