Bug Description
After a ML2/OVS -> OVN migration the neutron-gateway unit will leave a bunch of tap-interfaces behind in the Open vSwitch configuration:
$ sudo ovs-vsctl --bare --no-headings find interface 'name>=tap'|grep ^tap
tap95faa571-42
tapbe548d5b-d4
tap1f06964d-d4
