Implement action for listing project's network DHCP services on a unit

This is required to progress work on juju verify (bug LP#1916231).

As per the above ticket:
neutron-gateway needs an action implemented: get-status-dhcp
Returns a list of a project's network DHCP services running on the unit, and their status (in case of HA, we need to know if they're active or in backup mode)
