Bug Description
On some openstack installs, neutron-gateway charm is deployed to an lxc/lxd container. When this happens, apparmor profiles for that container must allow for network namespace management.
I believe an nrpe check that 'ip netns list' is not returning an error (and perhaps is completing in a "timely" manner) would be prudent to guard against apparmor profile changes for containers.
