max_routes per router action not present via juju actions

Bug Description
when adding static routes in router default value is 30 and same cannot be changed via juju actions,
only way is to add "max_routes = <required max routes> " entry in neutron.conf and restart the neutron-api service.
request to provide relevant action.

Note, that if you do this, it will get overwritten the next time any config or relation data changes that impacts the neutron.conf. If you really need to change the default then please change it in the charm template instead for the charm (although that will get overwritten if the charm is updated/upgrade).
