cannot point openstack-origin to self signed repository, key config option is missing

Bug Description

using add_source(new_src) without the config('key') option expose no option to use offline repository instead of UCA.

old charms used configure_installation_source which had the '|<key>' trick.

as a workaround I'm trying to use extra-key option for now.

update: seems extra-keys is not parsed at config-changed. Only used at installation time and does nothing afterwards.
