Bug Description

Neutron supports Service Function Chaining (SFC) [1]. And there are also deb packages exist (networking-sfc-common) in ubuntu's apt repository [2]. But they are not installed on a neutron-api unit (that provides the neutron API service).

It would be nice if this SFC feature added in charms, it would greatly help users to deploy SFC into charmed openstack environment.
