Bug Description

Quota management configs exist for things such as quota_pool, quota_member, quota_healthcheck, quota_floatingip, etc within the neutron-api charm, but it appears that quota_loadbalancer is not supported by the charm today.

We have a request to have cloud-wide quota settings altered for quota_loadbalancer that would need support added to the charm.

Request is related to bionic-stein cloud specifically.

This may need to be charm-octavia's default_load_balancer_quota setting instead of neutron-api.
