Bug Description

Intermittent functional test failure for charm-neutron-api that results in:

paramiko.ssh_exception.BadAuthenticationType: Bad authentication type; allowed types: ['publickey']

gnuoy wondered if the cause is a metadata failure so you're public key is not there.
