impossible to disable notifications

Hi,

According to https://github.com/openstack/charm-nova-cloud-controller/blob/40ef19e78e91d81ed8add790099a88620c554c84/charmhelpers/contrib/openstack/templates/section-oslo-notifications, one can't disable notifications sent by nova.

As per bug 1761405, the drive should be set to noop for that.

Could we please make this a config option, or an automatic setting based on the existence of relations to projects consuming these notifications (ie "if there's no ceilometer in my cluster then don't enable notifications") ?

This would allow us to prevent the notifications from piling up.

neutron-api is also sending notifications, so adding it here

This is quite true; as a workaround the rmq charm now sets a TTL for messages in notification queues but ideally we'd just not send them if ceilometer is not deployed.
