No logrotate config for /var/lib/mysql/*/log/*

The mysql-router package does not appear to provide logrotate files.

However, given the charm has custom configuration that places each mysql-router instance in a separate folder under /var/lib/mysql, including logs, it would probably be the responsibility of the charm to provide this.

    Add logrotate template rendered upon installation

    There are no logrotate configurations for the mysql router logs.
    This PR introduces a template rendered upon installation of the charm.
    A maximum of 10 log files (10M each) are retained.
