During mysqldb restore and backup mysql-innodb-cluster went to the unhealthy state and it is blocked

Which impacts openstack services in the cluster. Here is the log attachment below.

Setting to incomplete; although this may be a real bug, it's been so long since it was reported, and we've not had additional information/reports of the issue (which may be because nobody is doing a restore from a backup). Please feel free to comment/re-set the bug to New if this issue is still being encountered.
