[RFE] support for transport encryption, ssl/tls

Currently there is no support in the charm for enabling TLS for the following use-cases:

1. mongod and mongos TLS;
2. client-server traffic TLS.

I wanted to implement this case.
but I can't focus on this case recently,

It would be great if somebody in lma chamers can take a look at this case.
I put some code[1] and mongo daemon is running with ssl feature but there is an issue about domain match.

This charm is no longer being actively maintained. Please consider using the new mongodb-k8s-operator instead.
