Bug Description

Manila generic needs an image with the following requirements: https://docs.openstack.org/manila/latest/configuration/shared-file-systems/drivers/generic-driver.html#requirements-for-service-image

We need a charm which takes a vanilla image and converts it to an image which is usable by manila generic
maybe using: https://github.com/openstack/manila-image-elements
