Bug Description
Hi Team,
I am working on the OpenStack Magnum project, Since magnum required admin privileges to create the k8s coe template. To isolate we have created a separate domain and user with admin privilege. But this newly created domain user can able to edit and view the entire cloud. Kindly provide a solution.
