meta-action that performs pause/upgrade/resume

Bug Description
Upgrading a cluster involves multiple actions for each worker:
- pause
- upgrade
- resume
This is tedious and error-prone, especially for a large number of workers. It would be nice if we had a "meta" action that could cover all 3 phases of a worker upgrade. Something like:
juju run-action --wait kubernetes-worker/0 managed-upgrade
This would need to accept all the params for the current actions, and it should fail fast if a problem is detected during any phase.
