Bug Description
The objective is to run a k8s worker on Ubuntu Core.
To do this, we'll create a strict mode snap that includes the following components:
* kubelet
* kube-proxy
* containerd
* runc
* flannel
(possibly some other things like kubectl, etcdctl, not sure yet)
For the first iteration of this, there will not be any orchestration to manage the snap (no juju, no charm). The snap will be configured manually via `snap set` and/or other manual configuration steps. Orchestration may be introduced at a later time.
