Bug Description

According to https://ubuntu.com/kubernetes/docs/auth

"Using "RBAC,Node" for authorisation is the recommended configuration"

but charm default is AlwaysAllow

This bit us again! Can i wish harder for this. It doesn't appear it was done as a part of the above mentioned bug (https://bugs.launchpad.net/charm-kubernetes-master/+bug/1841262)
