keystone-manage db_sync doesn't finish

keystone-manage stayed 2.5 hrs running and it didn't complete before the CI run timed out, when looking at the logs there are no traces of failures or information of what's doing, /var/log/keystone/keystone-manage.log doesn't contain logs after the database was configured correctly.
