keystone stays blocked waiting for charm and dependencies

Bug Description
On a deployment of Ussuri Focal, one of three keystone units stays blocked for 3 hours because it is waiting on `Charm and its dependencies not yet at expected scale` however the other 2 keystone units are active/idle.
Looking at the logs for the keystone unit, nothing stands out as missing/not present. There are no errors, but I cannot tell if there are missing flags.
I did notice that this one unit does not have a keystone.log, or keystone-
