[Stein] Keystone fails to add aodh endpoint

Installing OpenStack Stein to Bionic (current stable)

Keystone builds a cluster and the leader remains in the "Updating endpoint for aodh", eventually failing to the error "hook failed: "shared-db-relation-changed"

Somehow the DB sync was not completed before keystone attempted to read data.
