There is a testing charm at https://github.com/ionutbalutoiu/charm-test-saml-idp published at https://charmhub.io/ionutbalutoiu-test-saml-idp , this charm is meant to support the CI, although at the moment is broken on bionic (see https://openstack-ci-reports.ubuntu.com/artifacts/d58/870348/2/check/bionic-train-ha_keystone-saml-mellon/d582cb0/ )

it needs to be brought into ~openstack-charmers infrastructure and fix the layer.yaml to include the missing deb depenendencies.
