Charm Keystone Mellon gate failures due to ntp on unsupported platform

Charm Keystone Mellon has gate failures as it includes the ntp charm in Ubuntu non-LTS releases. This is causing the gate to fail for groovy/hirsuite as the charm cannot be deployed to these releases.

    Remove ntp charm from non LTS releases

    The ntp charm only supports LTS releases and cannot be deployed
    to interim releases. This change removes the ntp charm from the
    gate tests on non-LTS releases.

    Additionally, this change removes the groovy tests are removed
    from the gate since the groovy release is EOL.
